According to Eva Kaili, greek member of European parliament, EU will not develop consciousness (see Kaili's speech here).
In this video Dr. Moravcik, inventor of Artificial General Intelligence (aka strong Artificial Intelligence) from Prague, Czech republic takes position to this decision criticizing it and says it is NOT POSSIBLE to create true artificial intelligence without having consciousness! But at the same time the term "consciousness" is meant ironicaly because it has nothing to do with seriousness of understanding human brain.
